Man arrested, accused of exposing himself to children inside Montgomery County HEB

MONTGOMERY COUNTY, Texas – A man has been arrested in Montgomery County, accused of sexual crimes involving children and that investigation also led to charges against his spouse.

The Montgomery County Pct. 3 Constable’s Office said on Mar. 13, they responded to an HEB grocery store at 3540 Rayford Road.

It was reported to deputies that a man was inside the store following young children and exposing himself.

Deputies were able to locate the man, identified as William Mitchell Keen, and he was arrested for indecent exposure.

A follow-up investigation was conducted where some of the children Keen was following were identified. Keen was then charged with indecency with a child by exposure.

Keen’s phone was also seized as part of the investigation and a search warrant led to the discovery of multiple images of child sexual assault material as well as video content of Keen’s spouse, identified as Joely Keen, engaging in sexual activity with a Great Dane dog the couple owned together.

After an arrest warrant was issued, both William and Joely Keen were arrested Wednesday at their home in the Harmony subdivision.

William Keen is facing an additional charge of possession of child pornography and Joely Keen is charged with bestiality.

The constable’s office said the Great Dane as well as two other dogs were rescued from the home during the execution of the warrant.
