The incident was reported on Oct. 27 at Clear Lake Regional Hospital when a nurse contacted CPS.

Police said the 1-year-old triplets, two girls and a boy, were dehydrated, severely malnourished and underweight. After an investigation, it was determined that the children were born 32 weeks premature and suffered from other medical problems due to being malnourished, officials said.

Investigators said the children lived and slept in poor condition.

Investigators said Sims allowed the children to sleep on a dingy, soiled, stained pillow and blankets that were wet and had a strong odor of sour milk and urine. Due to their living conditions, the children also suffered from hypovolemic shock, officials said.

Police said the triplets spent two months in neonatal ICU in critically ill condition and at high risk for several organ system failures.

Sims is being held in Galveston County Jail on a $30,000 bond.
