HOUSTON – Police believe a man found dead in his car in northwest Houston Tuesday is a flood victim.
Two boys found the body of Dharamendra Uppal, 53, around 8 p.m. while they were riding bikes in a park along Groeschke Road, near the Addicks Reservoir. They reported a strong odor coming from the car.

Houston police arrived and found Uppal lying inside. He appeared to have been there a while, they said. They believe Uppal may have drowned during the massive floods that hit Houston in April.
Investigators said there are no signs of foul play and believe he may have been living in his car when the storms hit.
