8 people charged in cocaine conspiracy

HOUSTON – Six people were arrested on charges related to a cocaine conspiracy dating back more than four years.

The U.S. Attorney's Office announced that Isaac Heron, 37, and Douglas Ramirez, 32, both of Houston; and Leroy Greer, 51, of Missouri City appeared in court Wednesday. Juan Banda, 42, Kevin Biggurs, 24, and Victor Oliva, 33, are expected to be in court on Thursday.

Two more people, Eddie Bejar, 30, and Jean Lucio, 31, are also charged but were not in custody on Wednesday.

Except for Greer, all are charged with conspiracy to possess with the intent to distribute cocaine and aiding and abetting possession with intent to distribute cocaine. They face up to a life sentence in federal prison and a $10 million fine if they are convicted.

Greer is charged with two counts of structuring financial transactions. He faces up to five years imprisonment and a $250,000 fine if convicted.

The case was result of an Organized Crime Drug Enforcement Task Force investigation led by the Drug Enforcement Administration with the assistance of Internal Revenue Service and police departments in Pasadena and Houston.
