HARRIS COUNTY, Texas – A pair of men have been charged after Harris County deputies took both into custody after acting suspicious at the Shell Oil Refinery Petroleum Complex along State Highway 225.
According to deputies, one of the men was spotted walking along the refinery's property line with a video recording device on Monday. That man, identified as Earl David Worden, 54, was physically taken down by deputies after refusing to comply with verbal commands for a safety and security check. Prior to Monday's incident, deputies say Worden was involved in a scuffle with Deer Park Police on refinery property the day before.

Another man, identified as Phillip Andrew Turner, 26, was also taken into custody after a similar incident on refinery property. Deputies say both Turner and Worden are associated with the website "Photography is not a Crime."
Worden is charged with interfering with duties of a public servant while Turner is charged with criminal trespass.
