ALLEN, Texas – The Allen Police Department has released body-cam footage from the first officer to respond to a deadly mass shooting at Allen Premium Outlets on May 6. The footage release follows a no-bill by a grand jury regarding the use of force during the police response.
According to the Allen Police Department, on June 26, the Texas Rangers along with the Collin County District Attorney’s Office, presented evidence to a grand jury of the Allen Police Department’s use of force that occurred at the Allen Premium Outlets. After reviewing the facts of the investigation, the grand jury returned a no-bill on Tuesday, indicating the use of force was justified under Texas law.

The shooting on May 6 left eight people dead and seven others injured. The shooter was identified as 33-year-old Mauricio Garcia.
The body-cam footage was released following the no-bill.
“This video shows how quickly a routine interaction with the public turned into a life-and-death situation,” said Allen Police Chief Brian Harvey. “The officer recognized the danger, ran toward the gunfire and neutralized the threat - and for his actions, the Allen community is forever grateful.”
The police department said the video has been edited to blur out the faces of civilians and victims and some language has also been removed.
