HOUSTON – A 47-year-old man has been arrested and charged in connection to a deadly shooting that led to the death of a woman in Channelview in 1995.
Jose Luis Rios is currently in the Harris County Jail. He is charged with murder in connection to the death of Kristie Martin.

According to court documents, on Dec. 23, 1995, officers with the Harris County Sheriff’s Office were dispatched to a shooting in the 16500 block of Market Street.
When they arrived, they found a woman, identified as Martin, who had been shot and was no longer breathing.
A witness told authorities he had been with Martin when a truck drove by and shots were fired. Another witness told authorities the same thing and said the shots were fired from the passenger side of the pickup truck.
One of the witnesses was shown five photographs of men who had similar descriptions to the one who was said to be the shooter. The witness was able to positively identify the person who was believed to be responsible for the shooting.
As of now, there is no information as to how Rios was apprehended or what led up to his arrest. No mugshot of Rios is available at this time.
