The department said they were notified by a Flock Safety System of a suspected ‘jugger’ vehicle, a black Toyota Rav4 with Maryland license plates, near W. FM 646 and S. Gulf Fwy.

The department said the vehicle was linked to a burglary of a vehicle report made by UTMB Police on Feb. 24.

Detectives searched for the vehicle and found it in the parking lot of a Bank of America. While watching the vehicle, the detectives saw it was parked facing the front door of the bank and no one ever got out of the vehicle. They also noticed that the Toyota was a rental vehicle with extremely dark tinted windows, which is uncommon for rental vehicles to have.

After about 10 minutes, a person left the bank parking lot and the suspect vehicle followed it. Detectives saw the suspect vehicle quickly cut through a business parking lot after having to stop at a red light, so they could continue to follow behind the person. The Toyota caught up to the person’s vehicle and began to mimic its speed and lane changes.

The department said detectives feared the suspects may attempt to rob the person and so they called in patrol officers to stop the Toyota. The suspects pulled over and complied with the officers.

The suspects were identified as 29-year-old Tevon Solomon of Houston and 35-year-old Raffitt Odom of Houston. Officers discovered that both men are documented gang members from Houston. While searching the suspects’ vehicle, officers located a pair of binoculars, a pair of gloves, two black ski masks, a partial roll of black duct tape, and spring-loaded window punch.

Solomon and Odom were charged with Unlawful Use of a Criminal Instrument. Their bonds have been set at $250,000.
