The Houston Police Department said it happened on Locksley Rd. near Tidwell Drive and Wayside Dr. shortly after 8:30 p.m.

The victim, 25-year-old Jalen Whitlock, was celebrating the birthday of one of her two children, who are six and two years old. The group was at a townhome celebrating, along with the woman’s boyfriend.

During the party, witnesses say Foreman arrived at the home and began yelling at someone. Then, he pulled out a gun and began firing shots at the house. Whitlock was hit by the gunfire. Nobody else in the home was injured, but the children and boyfriend witnessed the attack.

When HPD officers and HFD paramedics arrived at the scene, Whitlock was found unresponsive in the doorway and pronounced dead.

Foreman left the scene in a white Chevrolet Tahoe after the shooting.

Anyone with information on the whereabouts of Jalin Foreman or the wanted vehicle is urged to contact the HPD Homicide Division at 713-308-3600 or speak anonymously to Crime Stoppers at 713-222-TIPS.
