Houston Fire Department appoints first Black woman as Fire Marshal

HOUSTONHouston’s Fire Department made history by appointing Assistant Chief Marion Spann as Fire Marshal, making her the first Black woman to have such a critical position.

Mayor John Whitmire celebrated her new position saying it coincides with his commitment to representation.

“The appointment of Chief Spann as the City of Houston’s first Black woman fire marshal demonstrates my commitment to diversity and sends a strong message to all Houstonians that we recognize leadership and experience, certainly during my administration,” he said in a news release.

As Fire Marshal, Spann will lead the Arson Bureau and the Life Safety Bureau. Her responsibilities will include fire investigations, prevention efforts, inspections, and code enforcement.

“When Mayor John Whitmire appointed me as Fire Chief, he told me to make sure we have the right people in the right place to protect citizens and care for our firefighters,” Fire Chief Thomas Muñoz added. Chief Spann has the experience and credentials to get the job done. Her time as an inspector and her leadership and team development will serve this city well.”

As Fire Marshal, HFD says Spann will lead the Arson Bureau and the Life Safety Bureau. Her responsibilities will include fire investigations, prevention efforts, inspections, and code enforcement.

This isn’t Spann’s first time making history! She broke barriers back in 2000 by becoming the first Black woman to serve as an Engineer Operator.

Over the years, HFD said Spann has held several key positions, including Chief Inspection Officer, where she enforced fire prevention laws and regulations. She also holds the Master Fire Inspector certification, bringing deep expertise to her new role as Fire Marshal.
