WEST HOUSTON – A man accused of stabbing his sister and young niece to death at a west Houston apartment complex faced a judge Wednesday, as prosecutors shared new details about the case.
Kendrick Rayvon Fisher, 29, was charged with capital murder in the deaths of his 28-year-old sister, Genene Fisher, and 2-year-old niece, Karlie Watkins. During the court appearance, his bond was raised from $200,000 to $3 million.

What happened
The mother and daughter were stabbed on the morning of Nov. 29. According to investigators, police were flagged down by a family member who reported that a woman and her daughter were being held hostage at an apartment complex near the 12000 block of Richmond Avenue and Westminster Plaza Drive in the Westchase area.
The family member also informed officers that the brother, Kendrick Fisher was inside the apartment. When officers arrived, they found Kendrick asleep on a couch. Inside the apartment, police discovered Genene and Karlie with multiple stab wounds.
Prosecutors also provided further details about this case.
Fisher’s history of violence
Jamie Burro, assistant district attorney in Harris County and chief of the homicide division, outlined Kendrick’s history of violent behavior. She noted he had prior offenses, including robbery and aggravated robbery.
Burro said there were reports of violent behavior in the days leading up to the attack.
Joanna Fisher, the mother of Kendrick and Genene and grandmother of Karlie, reported that he had assaulted her a few days before the attack by pushing her down, kicking her, and attempting to stomp on her.
Earlier this year, Genene had also filed a report against her brother for violent behavior.
On the night of the incident, Genene was on the phone with her friend, telling the friend that Kendrick was refusing to leave the apartment and was acting erratically. The sister called 911 and when officers responded, they reportedly received no answer when attempting to make contact.
The friend of Genene later arrived at the apartment out of concern, saw blood, and saw part of Karlie’s body through a window. She left the complex and called 911 to make sure the police showed up.
Joanna told KPRC 2 that she believes her son’s actions were influenced by drug use. She also expressed frustration, stating the tragedy could have been avoided if authorities had intervened earlier.
“I got paperwork,” Joanna said. “Family violence...we did all this paperwork.”
She added that her son had recently been released from prison.
Now with the bond raised, Kendrick will remain in custody until his next court appearance, scheduled for February.
