Last November, Morris was arrested after being accused of walking up to a 14-year-old Channelview ISD student, asking the boy for a hug and then reaching out and grabbing his genitals.
According to court documents, while Morris grabbed the Aguirre Junior High School student’s private area, he said, ‘I really enjoyed that, can I please do that again?’
The child reported the incident, which was caught on camera, to authorities who then arrested Morris.
Unfortunately, this isn’t Morris’ first incident. Court records reveal in 1974, he was charged with a sex offense involving a child and sentenced to five years probation.
In 1982, Morris faced another charge for a sex offense against a child, resulting in a two-year prison sentence.
Morris, who resides near the high school, was not registered as a sex offender; however, according to Texas law, he did not commit a crime by failing to register.
The state’s first sex offender registration laws took effect on Sept. 1, 1991. In 1997, the laws were made retroactive, requiring registration for those convicted of sex crimes on or after Sept. 1, 1970. Since Morris’ offenses occurred in the 1970s and 1980s, he likely avoided registration, as sex offenders are typically required to register for life or 10 years, depending on the severity of the offense.
