HOUSTON – Harris County Attorney Christian D. Menefee has filed a lawsuit against Elias and Celeste Haddad, owners of Kitchen and Bath Decor (KBD), along with employee Jonathan Neil, for allegedly scamming customers through fake home renovation services.

The lawsuit accuses KBD of using high-pressure sales tactics to persuade customers to sign contracts and pay in full upfront, only to fail to deliver the promised goods and services.

According to the lawsuit, KBD collected payments and then either cut off contact with customers entirely or, when work was provided, repeatedly delayed start dates, used substandard materials, or left kitchens and bathrooms partially demolished.

“This company built its entire business model on fraud,” Menefee said. “They promised big discounts for upfront payments, took customers’ money, and never delivered on the work. And for those who couldn’t afford to pay upfront, they pressured them into taking out loans.”

The County Attorney’s Office is seeking a court order to stop KBD from continuing these practices and to impose maximum penalties for violating consumer protection laws. More than 100 consumers may have fallen victim to the alleged scam.

“Let this be a warning: if you think you can build a business by scamming people, my office will hold you accountable,” Menefee stated. “We’re going after bad actors who take advantage of hardworking families.”

Consumers who have been affected by KBD or a similar company are encouraged to report it to the Harris County Attorney’s Office at ScamFreeHC.com.
