Detectives say the hit-and-run driver dragged the little boy's bike for a short period and his bike was found half a mile away from the crash site.

The lawsuit alleges the City had previous knowledge of that street’s condition saying “it had been previously reported to the City of Houston” and either did not get fixed or wasn’t done properly.
