The mother of Jocelyn Nungaray, a 12-year-old murder victim, is advocating in Austin for Senate Bill 990, which seeks to expand death penalty eligibility to include all child victims between the ages of 10 and 15 in Texas.

Harris County District Attorney Kim Ogg has announced the decision to seek the death penalty for Johan Jose Martinez-Rangel and Franklin Pena, both Venezuelan nationals, charged with the abduction, assault, and murder of 12-year-old Jocelyn Nungaray in June.

Prosecutors in Texas say they will seek the death penalty for a man who authorities have said confessed to killing five people, including three whose dismembered bodies were found in a burning dumpster last year.
