In a memo obtained by The Associated Press, Troy Vincent, who oversees NFL football operations, told the 32 teams Wednesday that “accountability” is required on the sidelines. “We will continue to address lack of compliance with accountability measures that may also include suspensions of persons involved, and/or the forfeiture of a draft choice(s),” Vincent wrote. “As you know, the game-day protocols agreed to with the NFLPA require that coaches and other non-player personnel wear appropriate face coverings at all times on the field and in the coaches’ booths.

A person familiar with the investigation said on condition of anonymity that the employee entered the Raiders locker room without a credential following Monday night’s 34-24 win over New Orleans. This could be the second infraction of the COVID-19 protocols by the Raiders already this season. The league has established strict protocols this season to help prevent the spread of the coronavirus. Teams are only allowed only 40 designated employees, besides players, in the locker rooms.

A person with knowledge of the punishment said Tuesday that Jon Gruden of the Raiders and Sean Payton of the Saints were each fined $100,000 for not wearing masks on the sideline on Monday night. The person, who spoke on condition of anonymity because the league wasn’t announcing specific fines, said the teams were also fined $250,000 for the infractions. NFL Network and ESPN first reported the fines for Gruden and Payton.

Players, who, like the coaches, are subject to daily COVID-19 tests, are exempt from the face covering requirements. Some coaches such as Belichick, McDaniels and Steelers coach Mike Tomlin wore their masks or gaiters over their mouths but not noses. Others such as Carroll, Spagnuolo and Fangio wore their face coverings around their chins or necks, exposing both their mouths and noses.

Carr threw three touchdown passes and the Raiders gave their new fans in Las Vegas plenty to celebrate even if they weren’t allowed in the stadium by beating the New Orleans Saints 34-24 on Monday night. Las Vegas converted 10 of 17 third downs and also went for it successfully twice on fourth down. Alec Ingold recovered for Las Vegas and Carr threw a 1-yard TD to Waller on fourth down to give the Raiders their first lead of the game at 24-17.
