HOUSTON – Using city street data, Channel 2 Investigates found the top five neighborhoods with the worst-rated streets.
In no particular order, the roads are:
- Montrose and Fourth Ward: streets east and west of Montrose Boulevard and streets south of West Dallas near I-45
- Meyerland along Willowbend Boulevard
- Sharpstown along the Southwest Freeway
- Alief west of Kirkwood near Beechnut Street
- Briar Forest north of Westheimer along North Kirkwood Road
The city said the road situation in Houston is improving.
"We're putting a lot more dollars into our streets. Before we weren't doing that," Houston Public Works spokesman Alvin Wright said.

The city explained why the above areas are in poorer condition and described plans to repair or replace the streets.

Montrose & Fourth Ward
This area includes some of the oldest residential streets in town. In addition to the pavement condition represented on the attached map, there are also storm drainage needs in the area.
The following projects are being implemented in the area:
M-000290 - Montrose Area and Midtown Drainage and Paving Improvements: Legacy Project, but based on the priorities established in the Comprehensive Drainage Plan. The CDP is one of the base datasets for storm drainage prioritization in the RBH worst-first evaluation. The project that is being built first (generally north of Gray) is required before any of the southern areas can also be improved.
N-210008 - Gray and Taft Area Paving and Drainage Project: Identified as a need area using worst-first evaluation and pre-engineered to evaluate problems and develop solutions and costs.
M-410290 - Gilette Trunkline (Tuam, Smith and Elgin) Drainage and Paving: joint project with Mid Town TIRZ to build significant drainage trunks to address drainage inadequacies in mid-town. Identified prior to RBH worst-first by efforts led by Midtown TIRZ
N-100034 - Wertheimer/Elgin: Montrose to Mail - Identified through worst-first RBH evaluation
N-000400 - Neighborhood Street Reconstruction Project that is a legacy project from the previous NSR Program. This neighborhood actively petitioned each street in the neighborhood, so unlike many other NSRs, this project does provide for a comprehensive reconstruction project.
N-210009 - Lancaster Place Area Paving and Drainage - Identified through worst-first RBH evaluation
N-100020 - W. Alabama Paving and Drainage: Shepherd to Spur 527 - Identified through RBH worst-first evaluation
N-100010 - Dunlavy Paving and Drainage: Dallas to West Gray - Identified through RBH worst-first evaluation
Meyerland
This area has historic flood problems that relate both to the floodplain from Brays Bayou and from the way the subdivisions were developed in the 1950s through the 1970s, surface paths for drainage were not part of the design approach. This leads to many of these historic subdivisions having problems with storm water not being able to get to the bayou during flooding events. This is a very common problem along cul-de-sacs.
The projects in this area include:

M-000281 - Braesmont Dr Area Drainage and Paving: Legacy Project, but based on the priorities established in the Comprehensive Drainage Plan. The CDP is one of the base datasets for storm drainage prioritization in the RBH worst-first evaluation.
M-410028 - Westbury Area Drainage and Paving: First phase of a nine phase project. Identified through RBH worst-first evaluation.
N-100012 - Hillcroft Paving and Drainage from Bissonnet to Beechnut: Identified through RBH worst-first evaluation.
Sharpstown
This area flanking US 59 has both pavement condition needs and storm drainage needs.
The projects in this area include:
N-T02001 - Bellaire Access Management: Rogerdale to Mary Bates - Partnership with Sharpstown TIRZ to reconstruction Bellaire. Identified by TIRZ and scope expanded to PWE to address drainage and pavement conditions Fondren (south of US59) and the Sharpstown Subdivision have been pre-engineered and are in the inventory as funding becomes available
Alief
The projects in this area include:

N-210006 - Hunting Village Section 4 Area Paving and Drainage: Identified through RBH worst-first evaluation
Briar Forest

"Sharpstown and Aleif have had a number of pre-engineering studies that have been completed, but have not been funded or will be competed for project funding for the first time in the upcoming update process," Wright said.
