Jones, 35, left the Harris County area after being charged with capital murder in the March 26 shooting at the apartment complex.
An argument between two groups culminated when Kenneth Jones and his brother Harvey Jones arrived at the complex, authorities said.
Kenneth pulled a rifle from the vehicle he was in and began firing it at the crowd of people, authorities said.
Jones will be extradited to Harris County in the next few weeks.
The Gulf Coast Violent Offenders and Fugitive Task Force gave a tip to Jacksonville law enforcement based on information on the investigation that led to the arrest.
The shooting, which police said stemmed from an earlier argument over a woman complaining about some of the men sitting on her stairs leading to her apartment, killed Gary Rushner, 31, and Christopher Beatty, 33. Two other men and two women were injured.
Jones’ brother, Jeremy, was originally also charged in the shooting; however, investigators dropped those charges , calling it a case of mistaken identity.
