HOUSTON – A Houston man was arrested after he performed more than 700 fake vehicle inspections at a southwest Houston mechanic shop.
Constable deputies said Damien Oliver, 39, was charged with two counts of tampering with a governmental record.

Investigators said Oliver performed the so-called inspections at the West Orem Inspection and Lube in the 3900 block of West Orem Drive.
Oliver is accused of using a technique called “clean scanning,” which bypasses the emissions and safety portions of the inspection.
