FIRST ON 2: Surveillance captures standoff in which deputy shot by handcuffed man

HOUSTON – A Harris County Sheriff's Office deputy is recovering after the man he was arresting shot him in the arm Wednesday night, according to the sheriff's office.

Authorities said the deputy was shot while responding to a deadly conduct call at a home in the 2500 block of Kiplands Way in Northwest Harris County.

Investigators said the shooter was handcuffed when he pulled a gun out of his waistband and fired multiple shots inside the home.

Deputies, who were also inside the home, returned fire, investigators said.

One deputy was hit in the forearm. Authorities said he was alert when he arrived at an area hospital. He was released early Thursday morning.

“Scary, it was pretty surreal because I have four kids that were in these bedrooms so we had to move them out and into the back one to make sure they're OK,” said Desiree Urban who lives across the street and heard the gunshots.

Another deputy's pant leg was grazed by a bullet, but he was not injured.

Neighbors said the other victim, who is the landlord of the house, was shot multiple times and taken by Life Flight to the hospital. A family member said the man was doing OK but may have possible nerve damage.

“He was screaming that it hurts,” said Urban about the man who deputies helped remove from the house. “That was pretty crazy hearing him scream like that. I’ve never heard anything like that."

The landlord’s girlfriend was rescued from the home and is in good condition, according to authorities.

“She was asleep when it happened. So she told me that when it all started, she ran and hid in the bathroom and the next person that she saw was SWAT," said a roommate who did not want to be identified.

He said the gunman was 35 years old and an Army veteran.

“He’s really quiet. He was studying. He was working on a Master’s degree and he spent most of his time, when he was here, in his room,” the roommate said.

Surveillance video from a neighboring home captured moments during the standoff.

“I also feel bad for the neighborhood, bad for my kids for having to see this, definitely bad for the family members, an unfortunate situation,” said Scotty Walters who lives next door.

Walters said he couldn’t get home because deputies had the area blocked off.

He said his wife and three children hid a bathroom for hours after they saw the deputy get shot and heard the gunfire.

“They saw when the cop got shot in the arm actually, and that’s when they ran to the bathroom to take cover upstairs. Seven to ten shots they heard. Yeah, it was a scary situation,” said Walters.

Surveillance video from his garage security camera shows the moment after the deputy was shot.

He’s seen running across Walter’s garage holding his arm and falling to the ground.

He was able to get to safety.

Moments later, several deputies are seen carrying a wounded man from the home.

The video then shows deputies surrounding the home with their guns.

The Harris County Sheriff’s Office said the shooter was later found dead inside the home.

The shooting is still under investigation.
