Samuel left her 3-year-old daughter asleep in her car while she went into the school, police say.
Witnesses told police that Samuel's rear window was cracked, the car was not running, and it was warm.
As witnesses were waiting for police to arrive, they said that Samuel came out to the vehicle and when she was told that police were on the way, she left.
A short time later, Samuel was stopped down the road by a Katy ISD Officer.
Police say Samuel told the officer that her daughter was alone in her car for five minutes, but investigators believe the child was alone for 15 minutes.
The investigation was done without an initial arrest.
The case was later presented to the District Attorney and charges were filed by Katy ISD Police.
Samuel, 38, is charged with endangering a child.
She posted $2,000 bond and will be arraigned on October 30.
