Court documents detail the events that led to the death of a popular Houston area bull rider who was allegedly shot and killed by a woman he was dating. Lashawn Bagley, 21, fired bullets at Demetrius Omar Lateef Allen until her gun was empty after she saw him flirting with one of her friends, investigators said.

California is revamping its vaccine delivery system to give the state more control over who gets the shots following intense criticism of a slow and scattered rollout by counties. Counties, which have been leading the vaccine effort along with hospital and health care systems, were cautious about what to expect and said they need more information. At the same time, confused residents are clamoring for more information and frustrated by eligibility rules that vary by county and by hospital system. She also asked what paperwork essential workers would need to present to get a vaccine from the state. Allowing the state to seek an equitable distribution of the vaccine will allow counties to focus on getting as many people inoculated as possible.

The county health department received 12,000 doses last week and had expected the same amount this week, but it received only 1,775. “This unreliable source makes it very hard to plan,” public health director Dr. Grant Colfax said. Yet Yolo County Public Health Officer Dr. Aimee Sisson said the state is “creating unreasonable expectations” by pushing to inoculate those age 65 and up when the county still lacks enough vaccines even for health care workers. Sacramento County Public Health has just 975 doses allocated for this week, leading Public Health Officer Dr. Olivia Kasirye to call for patience. So far 3.2 million doses have been shipped to California and 1.5 million have been administered, Ghaly said.

Some counties have opted to impose them even before the mandate kicks in, including five San Francisco Bay Area counties where the measures also take effect starting Sunday. San Francisco resident Michael Duranceau rushed to a market to load up on supplies. The 11-county Southern California region, which includes the cities of Los Angeles and San Diego, had only 12.5% of its ICU beds available, the California Department of Public Health reported Saturday.
